The One Billion Dollar international automotive firm, Volvo, Inc. in negotiations with the Rouse Company and with Northern Chesapeake Builders bought a complete site and building package on the basis of design sketches and inflexible cost schedules. The project was completed and occupied in seven months, on budget and is possibily the most attractive building in the Columbia area.
